is Professor of Latin American Studies, and of Modern Languages and Literatures at the University of Miami. He is currently a Senior Fulbright Scholar at the Universidad de Costa Rica (Fall 2007). His research interests include cultural policy and the economics of the cultural sector; globalization and transnational processes; the organization of civil society; the role of intellectuals, artists and activists in national and transnational institutions; comparison of diverse national constructions of race and ethnicity; contemporary Brazil and Central America.

He is the author of Vicente Huidobro y la motivación del lenguaje poético (Buenos Aires, 1977); Cultural Policy, co-authored with Toby Miller (Sage Publications, 2002); in Spanish Política Cultural (Barcelona: Gedisa, 2004); El recurso de la cultura (Barcelona: Gedisa, 2003), in English The Expediency of Culture (Duke UP, 2004) and in Portuguese A Conveniência da Cultura (Editora da UFMG, 2005). He has in progress Culture and Value: Essays on Latin American Literarature and Culture; Cultura y política cultural en América Central: 1990 a 2007 (for Editorial de la Universidad de Costa Rica); and Nuevas tecnologías, ubicuidad de música, experiencia (for Gedisa). He is also co-editor (with Jean Franco and Juan Flores) of On Edge: The Crisis of Contemporary Latin American Culture (1992) and co-editor of the “Cultural Studies of the Americas” book series with the University of Minnesota Press. He has over 100 articles and book chapters on literature, art, and culture in the U.S. and in Latin America.

For the past decade he has been conducting research on cultural policy: systems of support for art and culture in the US, Latin American countries, Europe, and in international institutions. He has been a member of the Executive Council of the Latin American Studies Association, the Executive Council of the Modern Language Association, is affiliated with the Center for Arts and Culture in Washington D.C., and is or has been a consultant for the U.S.-Mexico Fund for Culture; the Mexican President’s Council for Culture and Art; the Associação Internacional Arte Sem Fronteiras-São Paulo; the Brazilian Ministry of Culture; UNESCO; the Asociación Cultural InCorpore, Costa Rica; the Costa Rican Ministry of Culture, Youth and Sport; the Salvadoran President’s Council for Culture and Art; the UNDP, El Salvador; and several other organizations. He has been an editor of the journal Social Text and is currently an advisory editor for Cultural Studies, Found Object, and Topia: Canadian Journal of Cultural Studies.
